According Metrotvnews, (04/26/2016), that this effect occurs because the groove or threaded tires is low. So no more wasted water up to the maximum. It could also occur because too thick puddles combined with the speed of the car is too high. So that the waste water from the tire thread can not accommodate the amount of water in its path.
